Biography

Rafael Santoya is a dedicated mental health professional with extensive experience in organizational leadership, quality assurance, and program development. Born and raised in Los Angeles, Rafael completed his undergraduate studies at San Diego State University before earning his graduate degree from the University of Southern California (USC). He crossed into Lambda Theta Phi Latin Fraternity, Inc. in Spring 2022 through the Lambda Theta Chapter, Los Angeles Alumni. Currently, he serves on a national level as the Director of Collegiate Affairs, where he focuses on enhancing accountability and ownership among the brothers, supporting their academic progress, and fostering a sense of responsibility within the fraternity. Rafael currently resides in Los Angeles County with his spouse and three children.

As the Director of Auditing and Monitoring at All for Kids, Rafael leads a team of Quality Improvement Specialists, ensuring compliance with state and federal mental health regulations while fostering innovation and trauma-informed care practices.

With a robust background in clinical supervision, Rafael has led multidisciplinary teams, facilitated complex case consultations, and provided guidance to therapists, case managers, and other mental health professionals to deliver culturally competent and evidence-based care. His passion for supporting underserved communities fuels his commitment to enhancing access to quality mental health services.

Rafael’s career highlights include managing quality assurance initiatives at SYG Counseling Center, developing comprehensive training programs for mental health practitioners, and advocating for policy reforms that strengthen community mental health systems. Additionally, he is committed to educational outreach, organizing monthly workshops for college students that focus on personal development, academic success, and mental health resilience.

Through his leadership and dedication, Rafael continues to create supportive, inclusive environments where individuals and teams can thrive. His work is grounded in empathy, equity, and a deep commitment to improving lives through mental health advocacy and service excellence.
